If what you want as a background is an image, do the rectangle as explained above and place your image under it (place first your image acording to the page bounds and then send it to the back (Object menu>Lower to bottom)). If you want a rectangle to match the size of your page, create a rectangle, in the tool control bar give it the size of your document, then open the align and distribute panel (Shift+Ctrl+A) set the 'relative to' pop up to 'Page' and centre your rectangle horizontally and vertically so it will match exactly your document size. First go to File menu> Document properties (Shift+Ctrl+D) and check the box that says 'Border on top of drawing', like this you'll be able to see at any time the bounds of the original page.
